Planning Engineer – Offshore EPCI Project

1. Role Purpose

Work location: Singapore | 12 months renewable contract.

The Planning Engineer will support a major multi-package offshore engineering, procurement, construction, and installation (EPCI) project. The role is responsible for developing, maintaining, and monitoring integrated project schedules for both greenfield and brownfield scopes—including new offshore platforms, subsea pipelines, umbilicals, cables, and modification works. The Planning Engineer ensures that project execution remains aligned with contractual milestones, internal targets, and overall project strategy.

2. Key Responsibilities

A. Project Planning & Scheduling

  • Develop and maintain the overall integrated project schedule covering engineering, procurement, fabrication, transportation, offshore installation, hook-up, and commissioning.
  • Build detailed Level 3/Level 4 schedules for:
    Central processing platform, utilities platform, living quarters, gas-injection platform, riser platform.
    Subsea pipeline segments (approx. 20+), umbilicals, and subsea cable installation.
    Modifications and integration works on existing offshore facilities.
    Decommissioning and abandonment elements (future project phases).
  • Ensure baseline schedules are aligned with contract milestones and approved execution plans.

B. Progress Measurement & Reporting

  • Establish progress measurement systems for engineering deliverables, procurement packages, fabrication tonnage (approx. 80,000+ tonnes), and construction activities.
  • Track, verify, and report weekly and monthly progress for internal and external stakeholders.
  • Prepare look-ahead schedules and highlight deviations, delays, or risks.
  • Coordinate with discipline leads to ensure accurate and timely progress updates.

C. Interface & Coordination

  • Work closely with engineering, procurement, fabrication yards, offshore installation teams, and project controls personnel.
  • Support coordination activities between greenfield and brownfield teams to ensure seamless integration with existing facilities.
  • Assist installation teams in developing offshore execution sequences, vessel schedules, and readiness plans.

D. Risk, Change & Scenario Analysis

  • Identify schedule risks, constraints, and potential bottlenecks throughout all phases of the project.
  • Perform “what-if” analyses to evaluate alternative execution scenarios or recovery plans.
  • Support change management activities, including impact assessment of design changes, procurement delays, fabrication rework, or offshore weather downtime.

E. Compliance & Governance

  • Ensure all scheduling work complies with contractual obligations, project execution strategies, and industry best practices.
  • Maintain high standards of documentation, version control, and reporting transparency.

3. Qualifications & Experience

  • Bachelor’s degree in Engineering or related technical discipline.
  • Minimum 10 years of planning/scheduling experience in offshore oil & gas projects, with specific experience in EPCI environments.
  • Strong background in offshore structures, subsea pipelines, umbilicals, or platform modification works.
  • Expertise with Primavera P6 and advanced planning tools.
  • Familiarity with progress measurement methodologies (WBS, CBS, rules of credit).
  • Experience working with fabrication yards and offshore installation contractors is highly preferred.
  • Strong analytical skills and the ability to communicate complex schedule information clearly.
